The board meeting minutes from 4-2-2015 that are posted on the HOA website include the quote with the breakdown of installation costs. The invoice looks exactly the same except it says invoice instead of quote. You are welcome to set up an appointment with the treasurer to view that piece of paper.

To address the other list of concerns:
The mailboxes were installed by a licensed contractor who has been in business for 16 years. Additionally, the postmaster found no problems with the installation. The contractor is returning next week for finishing touches and final inspection. There are 49 homes and 4 mailbox stands. There are exactly the amount of mailboxes as there are physical addresses, and yes, all 4 stands are not identical because of the odd number of homes. The post office determined which CBUs were installed where, and who gets which box. The HOA board members had no input into that process. The mailbox committee contacted multiple companies to solicit quotes, and this was the only mailbox contractor willing to take on our small project in Kitsap County. The board members elected not to act as the general contractor so that we could have a single point of contact for the work. The 2015 budget includes a line for mailbox maintenance, should anything arise, and it is our intention to continue that into the following years. The insurance policy covers HOA property and is being updated to specifically address the mailboxes.
